The model consists of a number of steps:

  1. A model run that indicates outputs (numeric and graphical) for no demographic or ECH impact (level playing field).

  2. Step 2 - but what if we allow for local demographic changes and a do nothing strategy in terms of allowing current rates of admission to care homes to continue.

  3. Step 3 - the local plan is to develop 2000 units of extra care housing supporting an equal number of low, medium and higher dependency clients, the latter being a substitution for residential care. The model simulates the impact of the first 800 of these units that are already planned.

  4. Built into this scenario are the assumptions that people will remain longer at the same level of need if they are in ECH compared to being at home (increase in LOS in ECH) until they need nursing care when those who have been in ECH will then need a shorter period of care at this final level (reduction in NH LOS) - people can then play with these assumptions on the final step.
